Market-entry checklist

Interpreted
AreaQuestion you must answerPrimary sourceWhat this site can show
Entity + licenceWhich licensed entity type, if any, does your activity fall under, and must it be a local PT PMA?OJK JDIH, POJK 27/2024 + UU 4/2026We can show you WHICH rules exist and their dates. We cannot tell you which one binds you.
Capital + ownershipWhat paid-up capital and foreign-ownership limits attach to that entity type?POJK 27/2024 textNumbers vary by entity type and change; read the current text, not a summary.
Listing pathIs your asset on the CFX approved list, and what does getting there require?SK Daftar Aset Kripto (13 Aug 2025)The list is observable. The approval process is not published in full.
Local liquidityWhich venues could actually quote your pair, and how deep are they?DEPTH + SLIPPAGE and VENUE SCORECARD panels aboveMEASURABLE and live on this page. This is the question we answer best.
Fiat railHow does IDR actually move in and out, and what does that cost end to end?COST OF ACCESS panel (floor only)PARTIAL. Slippage is measured; fees, rails and cash-out time are not machine-readable.
Tax + reportingWhat VAT/PPh applies, and when does CARF reporting start biting?PMK 50/2025, PMK 108/2025, first exchange 2027Dates are on the catalyst calendar. Liability is a question for a tax professional.
Marketing conductWho may say what about your product, and from what date?POJK 6/2026, transition to approximately Dec 2026The rule and its transition date are known. Its application to your copy is not ours to call.
Data + consumerWhat PDP and consumer-protection duties attach to your user data?UU 27/2022 (PDP), POJK 22/2023Named here so it is not forgotten. Not analysed.
Payment banDoes anything in your design route crypto as PAYMENT rather than as an asset?PBI 18/40/PBI/2016Crypto as a payment instrument is BANNED in Indonesia. This one is a hard structural constraint, not a licensing question, and it kills otherwise-good designs late.
Entry routeAre you applying, or acquiring a licensed entity?CEX-LICENSE M&A BOARD panel aboveOBSERVABLE: every foreign venue in our data entered by acquiring, not applying.

Questions, not answers. Which licence binds you is a legal question for a qualified adviser.

Every foreign exchange in this data entered Indonesia by ACQUIRING a licensed local entity rather than by applying for a licence. The licence is the asset being traded. Stated as an observation about these rows, not as a claim that no other entry route exists.

Distribution reality

Interpreted
Device
mobile-first, NOT desktop/laptop
Geography
3 timezones, wide + sparse; foreign success ceiling = Jakarta city limit
Kampung/daerah
~0 penetration; kiosk-to-kiosk relay still wins, works-not-elegant
Literacy
financially illiterate + tech-averse = the real UX gate
The meta-blocker
global players won't build an Indo-specific taskforce/playbook
Takeaway
tech is solved; DISTRIBUTION is the bottleneck. you need a local operator, not a landing page

Foreign protocol presence

Reported

Nine foreign names, six different presence forms, and NOT ONE of them holds an Indonesian licence in its own name. That is the finding. The OJK's published position is that serving Indonesian consumers requires a local licence wherever you are incorporated, and the enforcement tool is access-blocking, so the forms below are what is left: put your asset on a venue that already has a licence (Ripple via FLOQ, the deepest access here), partner with a licensed operator (Tether, Circle), fund a community arm (Solana), attend the regulator's own convenings (Stellar, Fireblocks, IOTA), sign with a ministry (ShardLab), or ship an app and skip the country entirely (MiniPay). The foreign layer in Indonesia is a RELATIONSHIP layer, not an entity layer, and the relationships mostly terminate at operators this dashboard already lists.

SolanaCommunity armSuperteam IndonesiaSuperteam Indonesia presents as a nonprofit helping Indonesian developers build on Solana. Jakarta headquarters, founded 2025, around 8 staff across Indonesia and Malaysia, named community leads, campus clubs. It ran an Ecosystem Showcase in Nov 2025 at FX Sudirman attended by builders and government representatives, and lists a National Campus Hackathon on Superteam Earn. It announced BlockDevId as official community partner in Nov 2025, and BlockDevId is separately in this dashboard's company roster. [1] [2]
RippleLocal partnershipFLOQ (RLUSD live) and regulator-facing forumsFLOQ, an Indonesia-based exchange, integrated Ripple USD (RLUSD) on its LICENSED Indonesian platform, reported around FLOQ's first-anniversary event in Jul 2026. FLOQ reports more than 1.8 million registered users and an $11.3m strategic round. Ripple separately appeared alongside Stellar Development Foundation, Fireblocks and IOTA at the Tokenize Indonesia forum held at the OJK Infinity Innovation Centre in Aug 2025, convened by BRI Ventures with Saison Capital and Coinvestasi. TetherLocal partnershipD3 Labs (MoU) and Reku (education roadshow)Tether Operations Limited signed an MoU with D3 Labs on 10 Jul 2024 to EVALUATE a blockchain asset-management platform and explore USDt and EURt use cases at institutional and banking level. Separately it ran a crypto-literacy roadshow with Reku across ten cities from Sep 2024 to Mar 2025 under its Tether EDU arm. Both D3 Labs and Reku are already in this dashboard's company roster, so the foreign side reaches the market through operators this page already counts. [1] [2]
CircleLocal partnershipTokocrypto (exploratory) and an Indonesia country hireCircle chairman and CEO Jeremy Allaire met Tokocrypto CEO Calvin Kizana in Jakarta on 10 Apr 2026, reported in Indonesian press as MENJAJAKI kolaborasi, exploring a collaboration rather than concluding one. Circle separately advertises a Director of Ecosystem Growth, Indonesia, and that posting is the more informative document: it scopes the role to market intelligence and stakeholder engagement, requires handling inbound enquiries 'without conducting active solicitation, advertising, or promotion of Circle products to counterparties in jurisdictions requiring an applicable license', and reserves commercial agreement execution and product promotion for authorised or licensed personnel. Opera and the Celo Foundation reported 11m activated wallets and over 300m transactions across 60+ countries as at Dec 2025. Indonesian-language coverage, including Indodax's own academy pages in Oct 2025, describes it as usable by Indonesian users. In Dec 2025 Celo and Opera announced a joint Mini App Roadshow across new markets in Asia and South America in H1 2026, described as bringing a physical presence to Asia. [1] [2] [3]

Participants were introduced to the OJK sandbox programme. Coinvestasi is already in this dashboard's company roster. [1]

BitGoCross border onlyno local partner foundBitGo's own global licences page lists regulated entities in the UAE (VARA), Germany (BaFin, MiCAR), Switzerland (FINMA-supervised SRO) and Singapore (MAS Major Payment Institution). Indonesia does not appear. On the Indonesian side, OJK had issued exactly ONE digital-financial-asset custodian licence as of Mar 2025, held by PT Kustodian Koin Indonesia, a local entity. This dashboard's own OJK licensing file records two custodians as at the May 2026 position, neither identified as a foreign global custodian. [1] [2] [3]
